If I collect TRC (Training Credits) through workshops and events, do I qualify as a Silver Instructor without attending an Inside Flow teacher training?

No. You need to go through a Fundamental Teacher Training (online or in person) to receive a teacher certificate and be able to register your active teacher license on insideflow.com. Only then you become a Silver Instructor and can you collect TRC (or hand in already collected TRC) to work on upgrading your teacher level.
